Am I charged even if my VPS is powered off?

Yes.

Billing is calculated for any machine that is Deployed, which includes machines that are turned off.
In order to stop charges to a VPS it needs to be Deleted or Destroyed from your VPS Dashboard.

不会，我昨天关机了今天看计费了的。
不过他删机可以保留30天，不知道能不能靠这样停止计费

我也在想这个方式，就怕规则一改，删除了不允许recover岂不是血崩
